The NFL draft was the procedure by which National Football League teams selected amateur college football players. The draft was notable because for the first time since one team, the Indianapolis Coltsheld the first two overall picks, selecting defensive end Steve Emtman and then linebacker Quentin Coryatt. It is the third draft following and to 1992 nfl draft no Pro Football Hall of Famers.

The draft was notable because for the first time since one team, the Indianapolis Colts, held the first two overall picks. Ironically, both of the Colts first-round picks turned out to be massive busts, with neither making a major impact in the league; the draft in retrospect is considered one of the worst in league history and the only draft since to produce no Pro Football Hall of Famers. It was also the final NFL Draft featuring twelve rounds of selections; the league would reduce the rounds to eight the following season, and then seven the year after that, where it has remained since. The Buccaneers drafted 2nd, 4th and 3rd through the rounds of the draft. Additional 3rd and 7th round picks came from the Raiders in a return for trading 2nd round selections. Another 5th round pick came via a trade with the New Orleans Saints for the third round selections. The additional 8th round pick came from Cleveland in return for trading the 6th round pick.
