In anime, a villain's laugh is usually intended to reflect their evil. The more hearty they bellow, the greater pleasure they're likely to derive from their enemies' suffering.

Most villains, and even some heroes, can have a scary laugh to show their evil side. Some might giggle for a bit, or they go for a hearty, full-on maniacal bellow.
