The Hydroelectric Dam is perhaps the most frustrating building to build because of the various factors that go into placing it properly. Once you do, you may have a hard time actually getting it to work properly, as I did.

The hydro power plant is a power-generating structure capable of generating between zero to 1, megawatts. The hydro power plant must be built over a river with each end point connecting to some form of land. It is unlocked by meeting the Small City milestone. Flowing water is an infinite source of kinetic power. Find a strong current in a river and build a dam to access this source of clean electricity. The power output of the hydro power plant is determined by the potential energy of the water above and below the dam. Larger differences mean greater power output. In addition to providing electricity, the hydro power plant also acts as a curved two-lane road. Dams are likely to produce higher megawatts near water sources. Water sources can forcefully push its way out to open bodies of water through rivers, creating strong currents needed for a high-energy dam.
But it's virtually impossible to build. So I load the savegame again and look around, but the only feasable place I see is that spring.

Unlike some other city-building games that allow for outside connections, the population centers in Cities: Skylines have to be completely self-sufficient. This means that players have to build all their own power plants and other energy sources. Renewable energy is a good way to get this power. Wind turbines and solar power plants don't create as many megawatts as a coal or oil plant at least not consistently , but they also don't pollute their surroundings. Another renewable option in Cities: Skylines is the hydroelectric dam, but to get the most from a dam players will need to find the best spot to build it. The first thing players need to do is reach the Small City milestone.

This might mean that the water flowing through the dam might just stop. That did cost about the same and also saved a lot of energy. Got 15 Mw from one and this is terrible for the money.
