Here's your chance -- at least kind of Inside Celadon Mansion, the large building in the north, you can talk to virtual members of the Game Freak team. What will you get? A certificate, of course. But there's a much better secret slumbering in this mansion. Grab the Ball to get the Evee. The vote for best evolution goes to the insanely fast Jolteon but all three are great additions to your team. Sadly, you can only find one single Eevee in this game. Before leaving the mansion, talk to an old lady somewhere in the building to get some Tea. Give this Tea to one of the guard houses around Saffron City to open up the city.

The second way to obtain said coins would be to purchase them from the counter at the Game Corner, in order to activate the machines.
You can get a Coin Case from a man in Celadon City. Head inside a restaurant of some sort and talk to the man at the far end table. To get the Coin Case, head to Celadon City. You first get access to the city when looking for the Silph Scope and chasing Team Rocket to progress the story. Talk to the man at the far end of the restaurant. The Coin Case is kept in the Key Items pocket of your bag.
