That sounds like a tier four armourer recipe, just speculation but if tier three or lower does not offer it then you'll probably need a unique thrall. I'd suggest just hunting rhino's, they are pretty easy to kill, even more so if you have a mount, skin them for thick hide and rhino hide, rhino hide can be stripped to create more thick hide or tanned directly to make heavy leather.
