Stairs allow creatures to travel across z-levels. They can be dug out or constructed. They need to be connected to other stairs of the appropriate type to function.

Dwarf fortress stairs
Stairs allow creatures to travel across z-levels. They can be dug out or constructed. They need to be connected to other stairs of the appropriate type to function. Up stairs need to be built below down stairs. Caravan wagons can't travel across stairs -- you need ramps for those to be able to reach your trade depot. Stairs do not block creature nor fluid movement. Falling creatures ignore stairs and may get seriously hurt if the real ground is several z-levels below them. Floor hatches can stop both falling creatures and liquid. They can also be locked to keep those pesky crundles from interrupting everything your dwarves could possibly do. Down stairs reveal a tile directly beneath them. If it's wet or warm , any further mining designation on this tile will be automatically removed, but can then be manually replaced.
To start having your dwarves mine underground, first move your camera to the layer you wish to start digging at.

There is no way to create an upward staircase into unrevealed cave wall if you've already dug out the lower z-level, since you need to designate at least two levels but you can't build into unrevealed squares, and you obviously can't dig a staircase out of thin air. As you can see in the image above, we have already mined a staircase going up and down. But still!! You can then build the matching down stair on the level above. My choice for problem solving. Bridges are buildings which provide a temporarily walkable floor that can either be removed "retracting" bridges or turned into a wall "raising" bridges via linked mechanisms. Bridges are useful for crossing empty space and dangerous terrain, serve a vital role in fortress defense , and have a host of ancillary uses. For example, using bridges to control fluids can save a ton of mechanisms and time, especially when the fluid in question requires a wide opening.
