With the Persona Compendium you can re-summon any persona including Treasure Demons like Regent for a fusion with a different partner. In general though, You want to fuse personas that can cover the elements your teammates can't cover. You generally want to find a trait that best helps the thing the Persona is focused on. Backpedaling a bit, you want your personas to be focused. There's no cohesion there. Although, you're super early in the game so this hardly matters atm. You're going to be doing a lot of fusion in this game; you shouldn't expect to be able to post a question this vague and receive a specific answer.

The key with Treasure Demons is figuring out their weakness, and knocking them down to prompt a hold up. Just continue hitting it with these attacks until you can get it knocked down and in a hold up.
