It took place in Rotterdam , Netherlands , following the country's win at the contest with the song " Arcade " by Duncan Laurence. Thirty-nine countries participated in the contest, of which twenty-six re-entered the artists chosen for albeit with different songs, as per the contest's rules. Bulgaria and Ukraine returned after their absence from the contest, while Hungary and Montenegro did not return after their participation in the edition. Armenia and Belarus had originally planned to participate, but Armenia withdrew due to its social and political crises following the Second Nagorno-Karabakh War , and Belarus was disqualified after submitting entries in violation of the rules twice, and not providing an eligible entry before the deadline. France , Switzerland , Iceland and Ukraine rounded out the top five, with France and Switzerland achieving their best results since and respectively.

The slogan for Eurovision was Open Up and the logo and theme artwork had also been revealed — The slogan copied from the cancelled Eurovision , and the logo was slightly modified. Strict health and safety measures including frequent COVID testing would be in place at the venue. A protocol to protect artists, delegations, and crew on and off site would be adhered to. There would be 9 shows 6 dress rehearsals, 2 Semi-Finals and a Grand Final , either with no audience or a reduced audience to allow for social distancing. The final capacity would be dependent on local government guidelines. It was later confirmed that Eurovision Song Contest would be held in Rotterdam, the Netherlands. Rotterdam Ahoy consists of three halls with the largest being with a capacity of 15,, which meets all the conditions set by the European Broadcasting Union EBU. All spectators were seated. Two smaller halls in the complex have a capacity of 6, and 4,, Perfect for delegations and press centre.
