Going right and outside will let you take one lone peggie out and from there you can turn back towards the centre and have access to the ramp which take you to the centre tile. Once up there if you still have your rocket launcher from before there are additional rockets that you can use to do a lot of damage and get some quick kills. You are vulnerable though, so make sure to drop down and use the centre pillar as cover to duck behind during the rest of the fight or zipline to safety when low on health. Once the enemies are defeated hostages will be set free and you can talk to Jess to commence the next mission.
