As a result of these changes, this position will now be held by the head of the Ministry for Foreign Affairs, European Union and Cooperation, and not by the First Vice-Presidency of the Government, as was the case up until now. The new phase being undertaken by FIIAPP underlines Spain's commitment to direct collaboration between institutions in different countries and to rules-based multilateralism. The ultimate goal of all its actions will be the achievement of the Sustainable Development Goals. Public technical cooperation, or direct cooperation between institutions, will be part of the VI Master Plan for Spanish Cooperation to be published later this year.

FIIAPP operates within the framework of Spanish foreign policy, and the foundation supports the international activity of the Spanish Administration in its priority geographic and action areas. The International and Ibero-American Foundation for Administration and Public Policies works at the service of public administrations by managing the participation of their various agencies in technical cooperation projects, thereby promoting their internationalisation and Brand Spain. FIIAPP manages international cooperation projects oriented towards improving public administrations in the countries where it works. It does so through the exchange of experiences between Spanish experts and their counterparts in the beneficiary institutions of the countries where it works. As such, it is part of the European cooperation system. The presidency is held by the Vice-President of the Spanish Government. FIIAPP manages international technical cooperation projects at the service of administrations with the aim of improving public systems in the countries where it works. It constitutes an instrument for sharing the experiences and good practices of the Spanish Administration and for improving public policy models. The Caribbean region faces a number of challenges largely related to its high vulnerability to natural disasters and the negative effects of climate change. These factors are compounded by other factors such as limited political and fiscal responsiveness to external economic shocks, low competitiveness and increasing security risks. In this context, the European Union EU aims to support a flexible and rapid response to the region's multiple needs. The program seeks to contribute to the sustainable development of Caribbean countries by strengthening the EU's prioritized Partnerships with the region: Green Pact, Economic Resilience and Trade; and Governance, Security and Human Development. The Horn of Africa Initiative HoAI was launched in October by the governments of Somalia, Djibouti, Kenya, Ethiopia and Eritrea to identify and harmonise regional approaches to address common challenges in the region.
