There is an inspection cover under the manifolds that will let you get at the cam followers to jiggle them or watch while the engine is turned over to see if the valves are hung up. I dont know whether you can access the cover without offing the manifold assembly. If you had to pull it you could then blow in some penetrating oil. Could also get some in thru the spark plug hole. If you don't have a compression gauge, your local auto parts store probably has one to loan or rent cheap.

On our first cosmetic restoration, not having a manual, we carefully marked the wires, taped the magneto in the position it came off, and were careful not to turn the engine over while we had these components off. We thought we could get by with this since the engine ran perfectly and would not need any internal work. After the cleanup and painting was done, we began reassembly and finally came to the day that it was time to put the magneto back on and start it up. That didn't turn out to be the day we would start it! The tape didn't stick too well to the mag body and was long gone. We bolted it on as near as we could remember to how it came off.
