Everyone in Foster's is sick of Herriman's rules, so Frankie decides that she should run for president. Herriman is only giving one present to everyone which is part of the reason that he tries to prove Santa real , and in his selfishness tries to make Herriman hand out more presents, in a rather interesting way.
