None of the legendary Pokemon - Ho-Oh, Lugia, Entei, Raikou, Suicune, or Celebi - will respawn if you defeat any of them, under any circumstances: this game predates that practice in the Pokemon series. It is highly recommended you save before battling any of them - especially the Legendary Beasts since failure with any one of those also screws you out of Ho-Oh. When you reach the Burned Tower in Pokemon Crystal, at the bottom of the tower, you'll find three Pokemon. On approaching them, they'll flee. These three Pokemon are known as Entei, Raikou, and Suicune, dubbed as the "legendary beasts" by players; in canon, they're Pokemon that died when the Burned Tower was set aflame, and revived by Ho-Oh. These Pokemon, for Generation II, are special, rare, and decently powerful as well, and of course worth capture. Initially, only Raikou and Entei will be able to be encountered; Suicune, as the game's mascot Pokemon, will require a bit more work.

To unlock the legendary beast trio, you must go to Burned Tower and take the stairs down into the basement. There, all three beasts lie dormant. Approach them, and they will be revived and run away: Raikou takes off west, Entei takes off north, and Suicune takes off east. You will now be able to encounter the first two randomly on any route in Johto. As for Suicune, follow the Suicune and Eusine page for more details. Be careful though; these beasts are much harder to catch than any other legendary in the games. They will flee on their first turn of battle or try to Roar you away if you use a trapping move like Spider Web. Thankfully, all damage and status you inflict will be there next time you encounter them.

After the meeting in the Burned Tower, Raikou and Entei are considered "roaming" Pokemon: they will be considered an available encounter on a given Route in the game, and when you change Routes so will they. I have a Golbat with Mean Look, but no matter how many Fast Balls or Ultra Balls I throw, I can never get more than two shakes and that's if I'm really lucky , and the only status condition move my Golbat has is poison, but since they both have like one HP left it knocks them out. I was going to keep my Master Ball simply for show, but with all the crap these dogs have been putting me through, I later decided I'd catch one and then just use the Master Ball on the other, but I can't even catch just one of them!
