It feels like a random act from someone who appears to be smarter than that. Roose knows Bran is alive and is worried the North will rally around a surviving male Stark. However, Locke's plan to find Bran seems pretty farfetched.

As the Bolton men were only sent to capture Jaime, Brienne therefore means nothing locke got them, and at the slightest provocation, they will kill her without hesitation.
