I think adding a cooldown penalty to using it would tune down how good Zen is and has been for a while. Orb of discord stays on x target for 8 seconds, if they hide behind a wall it goes on orb of discord short cooldown, but if it stays the entire 8 seconds, it gets a longer downtime cooldown, orb of discord. As a tank, I would rather play against Reaper or Bastion, than a Zen keeping his purple ball of shame on me all game for simply existing.
