Percy is a little green saddle tank engine who lives and works on the Island of Sodor , and is the North Western Railway 's number 6 engine. He was first brought to Sodor to help run the railway while Gordon , James and Henry went on strike and later became station pilot at Knapford. Following the renovation of New Harbour , Percy was moved permanently to Thomas' Branch Line , where he now works as a goods engine. His favourite job is pulling the Mail Train and he is Thomas ' best friend. While Gordon, James and Henry went on strike after Thomas left the yard, the Fat Controller went to an engine workshop to purchase an engine to take over shunting duties at Knapford. He chose Percy and the little engine was shown what to do by Edward. Shortly after Gordon, James and Henry were let out of the sheds again, Percy was at Wellsworth and forgot to whistle to remind the signalman that he was there, resulting in Gordon nearly hitting him with the Express. Fortunately, Percy was able to start just in time to avoid a collision, however ended up running all the way to Lower Suddery without a driver or fireman, where he crashed into a bank of earth. Percy was then pulled out from the bank by Gordon and vowed to be more careful while on the Main Line. Percy was still a cheeky engine and often liked to play jokes on Gordon and James, only for the two engines to have their revenge when Percy failed to recognize a "backing signal". After this, Percy was subject to bullying from the big engines until Duck arrived and helped Percy to put the big engines in their place , although Percy still received a reprimand from the Fat Controller for it. With Duck's arrival, Percy was sent to Thomas' Branch Line to help build Knapford Harbour and has stayed there ever since as a goods engine.

When Gordon, James and Henry went on strike in protest of the extra work they had to do since Thomas left to run his branch line, the Fat Controller decided that the railway needed another tank engine. Going to the engine workshop, the Fat Controller saw a green saddle tank and when the engine confirmed he was willing to work hard, the Fat Controller bought him and named him Percy. Bringing him back to Sodor, Percy was charged with running the branch line while Thomas ran the Main Line with Edward and was allowed to stay after the big engines surrendered and returned to work. At first, Percy liked to annoy the big engines. Percy was later waiting at Tidmouth, but forgot to whistle to the signalman, and thus was startled when Gordon came running towards him with the express.

In season 19, Percy got two more starring roles and both of them were quite good. During this phase, Percy-centric stories predominantly depicted him in a more childlike manner, emphasizing his misunderstandings and innocent inquiries, such as believing the Fat Controller would scrap, not knowing how to pull coaches, trying to find a golden eagle with Thomas, causing chaos on the railway when he's in charge, abandoning his jobs on multiple occasions to do something more "fun", playing and hide and seek with Thomas, etc. He was also told by Dowager Hatt to pull Gordon's Express instead of Gordon doing so, but because he was not strong enough to pull it, he got stuck on Gordon's Hill and ended up severely delayed. After witnessing this, he raced to warn Thomas and Lily to get to Muffle Mountain before Diesel 10 could destroy the railroad. Percy is the number six engine on the Fat Controller's railway. Chances are that Percy is also depressed because some of these engines are being scrapped by this point and there's little to nothing he could do about it.
