If I try to uninstall it goes directly to installation and says it can't install in a full directory. There a fair number of these instances reported and it's some type of install corruption. For most users one of the following allows them to remove CUE and start over. Uninstall from there. That should release the stuck software since it won't load in safe mode. Most have free trial modes and that is enough to get in with elevated permissions and terminate the process preventing removal.

It was obviously installed before ICUE tried to update, but I guess the update broke those dependencies. Obviously the ICUE folder isn't empty, uninstalling software can only occur when the software is installed. I guess the "uninstall" option is actually trying to install, have to say I haven't seen that one before lol. Okay I guess not.
