BOSTON — Prosecutors said yesterday that no criminal charges would be filed against the police officers involved in the fatal shooting of college student Victoria Snelgrove outside Fenway Park last fall. Snelgrove, a year-old Emerson College student, was hit in the eye socket with a pepper-spray pellet fired by a police officer on Oct. Conley said police made a string of serious errors in the events leading up to her death, but that none of those mistakes rose to the level of criminal charges. Conley said Rochefort Milien, the officer who fired the shot that killed Snelgrove, was aiming at a man he believed was preparing to throw another object at an officer on horseback. When Milien raised and aimed the weapon, he did not know that he had to adjust the sights of the weapon in order to fire it accurately, Conley said. One of the projectiles struck Snelgrove as she sat on a railing in the background. Milien's attorney, Thomas Drechsler, called Conley's report ''a recognition that the officers were reacting to an extremely volatile and dangerous situation which presented a serious risk to public safety.
