Level 14 of No Honor Among Thieves in Rooms and Exits can be challenging, but with the right strategy, it is manageable. This level has three main sections: the first room, a labyrinthine and a dolls house section. It is not clockwise or counter-clockwise I tried that also. You do go in the order shown on the wood; but notice in the middle of the shield, around which the runes are placed, there are interconnected lines.
