Trying running without the side panel on would probably show if this is the issue. You might be able to grab a cheap wraith prism off ebay if you want a better cooler. Most people that buy the bigger chips use better cooling and sell them off pretty cheap. The case is a Corsair "iCUE T RGB Airflow" , it has 3 fans at the front, the airflow is enough to have "good" temperatures, and I'm making all tests without the side panel, it does not matter if the cover is in place or not, same results. Even running all 3 frontal fans at high speeds don't change nothing. I have checked twice the mounting of the cooler, all is good placed I'm wasting too much thermal compound. Even so, if idle reaches 72C than either the Stealth is not installed correctly not tightly on, Thermal paste not applied correctly, Fan not working or Air flow to fan is obstructed, or hot room temperature, etc or poor Air Circulation inside the Computer Case or your Room temperature is warm or hotter than F.
