Upon entering Whiterun for the first time you will overhear a couple of Alik'r Warriors talking to the Whiterun Guards about locating a Redguard woman. It turns out that they have been barred from entering the city, and one of them even has been to jail. Speak to them and they will request your help.

They must choose whether to believe the warriors, and return the woman to custody, or trust the fugitive, and kill her pursuers. Either option offers a decent monetary reward. A group of men calling themselves the Alik'r are looking for a Redguard woman in Whiterun. At any time after starting the main quest " Dragon Rising ," the Dragonborn will encounter Alik'r Warriors on the roads of Skyrim or at the entrance to Whiterun, arguing with the town guard for entry to the city.

Hi all, so, I've had Skyrim since it came out pretty much, and I've never had a problem like this, until now. She checked Rorikstead, and they aren't there either. The Alik'r warrior who's supposed to be in jail in Whiterun isn't there. While she was busy, I found the Alik'r warriors in the forest interrogating a Redguard woman and paused it until she came back She's completed Dragon Rising, she's a level 37, but the quest just didn't trigger in her journal. I had her double check it and it isn't marked as completed, it isn't in her Miscellaneous by any chance, and it isn't in her actual active quests. Saadia doesn't have her dialogue options. Obviously, we have no idea when this got all messed up, so reloading isn't an option. Any one else have this problem, and hopefully some ideas or solutions pretty please?
