Ok here is what you have to do: Start World Tour mode and do the events in every tour in C, B, or A rank to gain 1 star, 2 stars or 3 stars respectively for each event. Start gathering stars this way. Find character icons inside the tours and if you have the required stars mentioned on the icon, you can unlock them. In the start you will only be able to participate in C, B and A ranks but you will be able to unlock S ranks for every event near the end of World Tour Mode. Doing an event in S rank gives you 4 stars. There are total of 13 secret characters in the game to unlock. There are total stars in World Tour mode so its ok if you cannot do every event in S rank. Just do all B ranks until you run out of options and then start doing A ranks and you will eventually unlock all 11 in world Tour.
