Soundwave was the Decepticons communications officer who appears as a major antagonist of Transformers: Revenge of the Fallen and one of the three tertiary antagonists alongside Shockwave and Laserbeak of Transformers: Dark of the Moon. He is Megatron 's main staunchest supporters, and is the true eyes and ears of the Decepticons. Stationed high in the upper atmosphere and capable of processing millions of data streams at once, he is fully capable of taking over communications on a planetary scale. One of Megatron 's earliest followers, and, many believe, instrumental to his rise, he uses his tentacles and a veritable army of Mini-Con Deployers to learn everything there is to know about his allies and his enemies. He was never very chatty, but these days, on Earth , he's become near silent, communicating by playing back recordings of other people's conversations. He just sneaks about, patiently looking for Autobot transmissions and creeping you out. Soundwave often finds himself acting as a restraint on Starscream , reining in his rather volatile emotions, and ensuring that Starscream's less than subtle ambitions are held in check. Indeed, this applies to every soldier amongst the Decepticon ranks. Even a treacherous schemer like Starscream has very good reason to fear Soundwave; his ferocity and strength from his gladiator days have not lessened in the slightest, rendering him a deadly foe to any Autobot, or treacherous Decepticon seeking to usurp Megatron. This undying loyalty to his master, as well as their long history together, has won him a high position in the Decepticon hierarchy. While others may have officially held the rank of second-in-command , Soundwave may be the true bearer of that distinction, out of sheer loyalty to the Decepticon leader. As long as Soundwave is around, Megatron has nothing to fear. It's not just loyalty to Megatron that makes Soundwave such an effective soldier, however.

One evening, Soundwave joined Megatron at an Ascenticon rally in Tarn, where the pair survived a suspiciously incompetent assassination attempt. Soundwave grimly reported to Megatron that not even their strongest combiners could outpower Gozer, before the 'bots of Decepticon High Command were approached by another ghostly entity: the electrical being known as " Kremzeek the Scavenger," who tricked the four 'bots into surrendering their physical bodies and turning them into ghosts. When Megatron decided to reveal the Transformers' presence on Earth after killing Optimus Prime , Soundwave issued the mobilization order to the waiting troops on the Nemesis. After the Decepticon forces had been reunified, Soundwave joined in the attack on the Crystal Empire. After they obtained said component, Megatron left the ship on a mission of his own. In the battle that followed, Soundwave inadvertently fell into a fissure created by Rumble's earthquake-inducing powers. Other Decepticons except Megatron see him as a two-faced snake, since, as Communications Officer, Soundwave hears all and doesn't hesitate to use blackmail to keep himself high in Megatron's esteem. Soundwave has the ability to receive transmissions from anywhere on the planet, bar the shielded Autobot Base. On discovering the existence of the satellites, the Autobots set up equipment to block Soundwave's transmissions. Soundwave operated the boom-mike for the "recap" segments Optimus recounted until Grimlock 's attempt to order a pizza on the phone started bleeping out Optimus's lines. Soundwave pointed out the heavy Autobot fortifications that had been set up around the station and suggested a different target, but Megatron dismissed his concerns, and when the Decepticons did indeed emerge victorious, Soundwave apologized for speaking out of turn and doubting his leader. He really doesn't; not much in the processor department. Assuming control, the Decepticons pushed forward the cyberforming protocols. Soundwave— in his Laser Cycle body —was seen among the inhabitants of the multiversal hub city of Axiom Nexus. There, he discovered a jury-rigged space bridge created from one of the Ark's pillars created by Thundercracker , the remains of Dreadwing's, an imprint of Frenzy's body, and a message from Starscream that informed him of the recent events on Earth.
