Goombas were presumably made from dissidents, monarchy loyalists, and Portal Guardians, de-evolved just far enough to make them humanoid dinosaurs. As Goombas, they soon made up Koopa's military force, clad in red coats and often wielding fireball guns, receiving training from the police force. As Koopa continued his rule, remodeling the capital city after the Human city of Manhattan and renaming it to Dinohattan, the King, still a fungus, spread across the city to prevent its crumbling infrastructure from being rebuilt, creating more dissent against Koopa's rule. Koopa retaliated by imprisoning any dissident and converting them to Goombas.

Daisy arrives at Mario and Luigi's apartment in Brooklyn and asks them to help her on a new mission.
