I'm unsure what the true intended purpose of the Premium Gift is, but from what it's supposed to give you, it seems that the June 16th Patch that prevented free to play accounts or "new accounts" from using chat also broke this item. Below is an attached trade of the user in question receiving the "Upgrade to Premium Gift" They used it and are unable to use chat in any form unless they are connecting to a community server.
