They are very territorial, and hostile towards the other gangs in the city, even the Cubans and Vice City Bikers , who are on friendly terms with Tommy Vercetti. The Vercetti Gang follows classic Mafia leadership structure and methods of operation, although whether they can actually be considered a Mafia family is up to debate due to the inclusion of people such as Lance Vance , who are not Italian, however they could be considered high ranking associates which are common in Mafia families, various high ranking members of the Five Families are not Italian, and the majority of the gang seems to consist of Italian-Americans.

Share your thoughts, here's my theory: From a realistic crime perspective Tommy Vercetti would have to create a partnership with the Leone Crime Family as both organizations are I. Italian Organized Crime and they share a common enemy; The Forellis. The Leones would benefit a lot from this since Tommy would supply them with South American drugs as he had Colonel Cortez in his pocket. I believe that Tommy would continue to be the king for the next few decades moving from one supply line to the other to keep in business. If anybody has seen the movie "Blow" which events are around the same era, you would know that people like Pablo Escobar used to supply this type of Americans, so a solid organization like the Vercettis would be an interesting business venture for any drug baron. What about Tommy's "gang"? After going through the storyline a few times I thought that the most realistic scenario for Vercetti to have that huge amount of henchmen in such a short amount of time would only be possible if a whole crew within the Forellis splintered from it and joined Tommy. That sort of thing tends to happen a lot in big organizations and according to the GTA information, the Forellis were the richest and biggest family of that time. So maybe Tommy had, I don't know, a relative, a friend, someone from jail or the neighborhood or someone who appreaciated Tommy when he was a Forelli foot soldier, even a Capo. So, this so called "person" would be needed, it would have to be mafioso himself and important within the Forelli Mafia in order to bring that amount of "muscle" to Tommy's operation right away. This theoretical ally would owe Tommy his life or something and would back him up against Sonny, but also, would be very happy to become an actual boss in Florida along with Tommy with the potential of controlling the narcotics trade all the way up to Liberty City as a distribution center. This theory is made by considering that all of the "Vercetti Gang" in the game is Italian American with Quentin Vance as the only exception.

When Doris asks which gang Tommy belongs to in an announcement, Tommy responds that he does not belong to any gang despite running a gang-like criminal organization at this point of the game. To Doris' annoyance, she improvises by simply calling it the "Vercetti Gang". This is the only instance of the name being used in storyline scripts. The Vercetti Gang congregate and move in groups.

However, the family does appear throughout nearly every 3D Grand Theft Auto title, with the uniforms of their members changing throughout, making them a staple faction within the series.
