I like to tell myself it's non-lethal, since I'm as pacifistic as you can get in WD2, but it's really down to individual interpretation. What I feel like should have been implemented is if you tap it, it's lethal, and if you hold the takedown button instead it would do a non-lethal takedown. And all the heavy guns and murder-abilities seem a bit much for DedSec and marcus escpecailly. It made some sense with Aiden, but in most playstyles it makes Dedsec seem more like a genocidal Terrorist organization than a group of 20 year olds nerding out in the basement of a comic book shop trying to make a statement.

Enforcers are enemies that have heavy armor on them, which makes them more resistant to bullets than Elites , Veterans , and Gunmen.
