An elegantly dressed and confident woman with green hair, Fubuki believes in dressing well and is willing to do anything to reach the next hero rank. Although she is known to be extremely powerful, she suffers from an inferiority complex making her insecure about herself, and feels she is overshadowed by her sister's powers. Regardless of this, she carries herself as a true hero who will help a hero in need when the opportunity arises and aspires to one day exceed her sister in rank and power. Throughout the series, Fubuki is seen to be strong-willed and determined to get what she wants, she takes her job as a hero seriously and has an undying commitment towards protecting citizens from monsters. Her sense of duty is as strong as her will to not back down from a fight, her determination to excel and rise through the ranks of the Hero Association is the driving force in her life.

Fubuki is a young woman with chin-length dark-green hair that has a fringe styled into a bob, light green eyes, a curvy body type and soft facial features. She wears her long white fur coat draped over her form-fitting dark green dress, wearing thigh-high black boots and occasionally wears several necklaces. Underneath her dress, she wears a black lingerie bra and a matching thong. She is sometimes shown wearing dark tights and black pumps instead of her usual thigh high boots. Throughout the series, she is seen changing outfits. Fubuki seems to be a charismatic woman, as many of her group members respect and care for her and are willing to risk their lives for her. In return, she cares deeply for the Blizzard Group members, and relies heavily on them to advance in rank, despite her own talents in telekinesis. Fubuki was a colleague and good friends with Psykos. When she was 17 years old, Fubuki sealed away Psykos' psychic power due to Psykos' proposal of wiping out humanity to the Supernatural Society. When she was only two years old, Fubuki witnessed Tatsumaki being taken away by Tsukuyomi , a group of people for researching her psychic powers. Fubuki herself was not taken because her powers hadn't manifested yet.
