It was stated by Naoko Tsutsumi that the short's target audience to be everyone of all ages. Being a promotional animation linked to Anime Mirai and will be broadcast during a special event, it was never intended for television broadcast. As such, through budgetary perspective, the studio chose to invest as much as possible in the quality of the work rather than in its broadcast — Buying a broadcast slot would have partially reduced their budget for the film's development, and video release was considered as an option. As of recording it would be at either United States or France depending on sound director's decision, though Tsutsumi hoped it would be at the latter befitting to the short's European setting. They hoped experimental recordings through a foreign mixing company would be beneficial for such endeavor. With the budget around 38 million yen, Little Witch Academia , Naoko Tsutsumi knew the project should also enabled the support from Anime Mirai hence its finalized concept had an apprentice witch Akko as the main character. Much of the film's production time was spent on training young animators involved in drawing, with finishing touches and filming were completed around two months respectively.
