What chapter is man for a man the weakest flexibility, etc? Chapters like the astral k ights don't count because of how depleted they are. I would say white scars, because of their lack of real firepower. Well you shouldn't miss out on their real tactics: hit and run, attrition etc. Make them really strong. I think that the ultramarines are the weakest: they only follow the codex and are all in all not that flexible the codex gives them some options but not that many. I disagree.
