As an Imperial operative, Kallus was a firm believer in bringing order to the galaxy. He worked to suppress dissent on numerous worlds, fighting against the insurgency of Saw Gerrera on Onderon, participating in the genocide on Lasan, and leading the hunt for the rebels of the Ghost on Lothal. After pursuing the Ghost crew for over one year, Kallus attempted to trap them in orbit of Geonosis. In the ensuing conflict, Kallus and one of the Ghost crew members, the Lasat warrior Garazeb Orrelios, were trapped on the frozen moon Bahryn.

Star Wars Rebels had to accomplish the difficult task of introducing a brand new cast of Star Wars characters. While the earlier animated series, Star Wars: The Clone Wars , had the benefit of relying on established heroes and villains such as Obi-Wan Kenobi, Anakin Skywalker and Count Dooku as a foundation for its storytelling, Rebels relegated its few familiar characters to supporting roles. Appearing in the series from its very first episode, Kallus was introduced as a ruthless Imperial, responsible for the Empire's genocide of the Lasat. However, over the course of the series, Kallus turned against the Empire and was eventually redeemed for his past sins in a character arc to rival the redemption of Anakin Skywalker. Kallus first appeared in the Star Wars Rebels premiere, "Spark of Rebellion," leading the Imperial forces who were contending with the Spectres. Subsequent episodes would reveal he had overseen the Empire's devastation of Lasan, the home planet of the Ghost's Garazeb Orrelios. During the attack, Kallus had given the order to use the destructive T-7 disruptors on the Lasat population, almost pushing them to the point of extinction. While Kallus started as a straightforward, cold-hearted villain, the humanity behind his cruelty was exposed in the Rebels Season 2 episode, "The Honorable Ones. The two were forced to reluctantly work together in order to escape the moon. During their time there, they came to better understand and respect one another, with Kallus beginning to see the error of his ways.

Alexsandr Kallus is the secondary antagonist of the first half of the series, Star Wars Rebels. He was an Imperial Security Bureau agent who encountered the Ghost crew, especially having an animosity towards Zeb Orrelios and Ezra Bridger before reforming and joining the Rebel Alliance after he and Zeb worked together to get off the Geonosian moon, becoming the agent Fulcrum. Officially resigning from the Empire, Kallus joins the Rebels and becomes their full-time ally. Alexsandr Kallus joins the Galactic Empire, after its foundation. Kallus was mentored by Wullf Yularen , who came to regard him as one of his greatest pupil, before Kallus betrayed him more than sixteen years ago or so. Kallus grows to ranks and became the Imperial Security Bureau Agent. Kallus was soon rescued by the trader and returns to the Empire ship.

An agent of the feared Imperial Security Bureau, Kallus was a veteran of numerous operations against rebellious planets of the Empire. However, Kallus declined and opted to wait for the Imperials. Due to Pryce's cooperation, the rebels managed to fight their way into the Dome and capture the command center. After saving one another, the two adversaries opened up to one another and formed an unlikely bond. However, between the non-existence of Ione and Cassie and the more clear relationship of Flix and Orka, Zeb and Kallus were left hanging in the friend zone. However, the clones refused to give up and their old walker, despite taking numerous hits, still had one good fight left in it.

Before Thrawn debarked for ground assault, Kallus mockingly warned him that he had been in Thrawn's position before and been defeated by the rebels. After hearing that Thrawn was recently promoted for his efforts in the Battle of Batonn , Kallus commented that the civilian casualties were higher than the insurgent casualties. The two engaged in an alleway scuffle. Kallus broke free of Imperial custody during the battle and was taken in by the Ghost , and accompanied the surviving rebels to the base on Yavin 4 , thus escaping from certain execution. AP-5 then managed to convince Ezra to support Kallus' plan by pointing out that he could get a new set of clearance code's from Thrawn's office. As the Lawbringer hovered over the capital, the rebels carried out an operation against the Empire where they stole crates full of blasters and food. Some time later, the rebels put together a plan to infiltrate the Academy on Lothal and steal a decoder from Kallus' office, located within the Academy; this decoder would allow them to find the location of a giant Kyber Crystal of massive power, which the rebels wanted to destroy. During the ensuing skirmish, Kallus fought against the Kanan, who had disguised himself as a Stormtrooper Commander. Kallus, a skilled fighter, did not command soldiers from afar, but rather fought alongside them on the front lines, including against the Ghost Crew. All of his equipment was later lost when he was arrested by Thrawn. Kallus willingly participated in the plan, setting up the defecting Minister Tua to run to her death on a shuttle rigged with explosives.
